David Hale highlights barriers to Lebanon ceasefire amid Israeli-Iran tensions, says leaders must confront Hezbollah to seize peace opportunities

Former U.S. Under Secretary of State for Political Affairs David Hale emphasized the complexities of achieving a ceasefire in Lebanon amid ongoing Israeli attacks and security challenges.

Speaking on Monday, Hale said, "Ceasefires in conflicts like Lebanon's don't happen just because an American leader calls for one or because a document in New York is labeled 'ceasefire.'" He stressed the need for deeper engagement and understanding among the parties involved.

In an interview on LBCI's "Vision 2030," Hale explained that ceasefires occur when warring parties realize they can no longer achieve their goals through military means and start seeking an exit. "That's when the United States needs to offer ideas, but we haven't reached that point."

Hale noted that the U.S. was offering ideas, but they were "not really relevant to the new reality."

"Fiddling with the details of Resolution 1701, an old resolution never fully implemented, isn't going to change the security equation. It won't satisfy the Israelis or the Lebanese," he said.

Achieving a ceasefire, he added, requires shifting the motivations of those driving the conflict. Iran, its proxies, and Israel "need to understand there's something to be gained from a ceasefire and that a new equation in South Lebanon is necessary."

He dismissed the idea that a buffer zone could be effective in southern Lebanon, saying it would only work if the parties Israel seeks to deter are genuinely motivated to avoid targeting Lebanon.

"If the Iranians want a more peaceful situation, buffers can help eliminate potential mistakes, but it's not a solution," Hale said.

He added that Israel, not the U.S., had taken actions that might shift Iran's perspective. "I was struck by the Iranian foreign minister, when he was in Beirut, essentially encouraging the Lebanese to keep fighting Israel."

Hale also noted that Hezbollah and Iran "never intended to honor Resolution 1701."

He cautioned against focusing on minor adjustments to the resolution, such as repositioning soldiers or redrawing borders. "If you think small changes can resolve this conflict, you're misreading the situation. Iran must recognize the emergence of a new equation. Pursuing trivial modifications to 1701 risks repeating the mistakes of 2006, which contributed to today's challenges."

"In the long run, we have to deal with the Iranian problem. It's not about the proxies—it's Iran at the center of the chaos and violence in the region," Hale stressed.

He also pointed to an opportunity for Lebanon. "I hope Lebanese leaders are reflecting on their failures to confront Hezbollah over the years."

"Now, we have a chance to demand Hezbollah disarm. Since the Taif Agreement, there's been unfinished business. Lebanon should develop a plan and present it to the world, not the other way around."

He said the Trump administration had adopted a strategy of maximum pressure on Iran, enforcing sanctions and taking additional measures, such as interdicting weapons supplies from Iran to its neighbors.

"As for the Harris administration, we don't know," he concluded.
